Why does Mexico only give visas for one year?

The United States' visa policy is based on reciprocity. This means that the United States will issue visas to a respective country's nationals to the number of applicants and for the time period for which that country currently issues visas to U.S. citizens. Therefore, the period of time a U.S. visa will be valid will depend on the reciprocity agreement between the U.S. and the home country of the foreign national. Currently, Mexico will only issue visas to U.S. citizens for one year periods, so the United States will only grant visas to Mexican nationals for a period of time up to one year.
