Margaret Carr Hughes was born in Boone County, Missouri. She earned a Bachelors degree in Foreign Affairs from the University of Virginia in 1994 and a Master's degree in Higher Education from the University of Arizona in 1998.  She has over thirteen (13) years of experience in the immigration law field.
